Resolution of the Constitutional Court of Ukraine placed a great responsibility on all public authority institutions, Volodymyr Lytvyh, Chairman fo the Verkhovna Rada of Ukraine declared in the interview in Yalta, where the Seventh Annual Yalta Meeting "Ukraine and World: Re-Thinking and Moving On" is being held.

 

The Chairman of the Verkhovna Rada of Ukraine stated that he had predicted the possibility of such a situation. In March 2009, he sent an official appeal to the leaders of the state and parliamentary factions with the detailed information on the problematic issues that are subjects of recommendations on the part of the European community and shall be settled before the commencement of political campaigns.

 

"Now that we faced the fact, it is unreasonable to declare that something extraordinary occurred. There is nothing special about it, it is common for Ukrainian reality", he explained. "Thus, on the one hand, I can warn against panic and total disappointment, and on the other hand against euphoria", the Head of the Parliament stated.

 

According to V. Lytvyn, the politicians would start to ‘interpret´ the resolution of the Constitutional Court. The Head of the Parliament believes that the Constitutional Court shall comment on the adopted decision, "lest it should look like they simply passed the resolution and washed their hands of the problem."

 

The process of the resolution implementation shall be organized by the Verkhovna Rada of Ukraine.

 

"It is necessary to understand that this decision placed a great liability on us, so consolidation is necessary", the Chairman of the Verkhovna Rada of Ukraine declared. He called for passing a consolidated decision regarding the future.

 

As to the terms of authorities of the power bodies, V. Lytvyn is convinced that the Law has no retrospective effect.

 

"Today, we face a new reality, so we are supposed to reckon with it, but the main conclusion is that the resolution of the Constitutional Court is to be implemented", Volodymyr Lytvyn summed up.
